- 站在协调人与自然的关系、城乡统筹发展、人力资源综合开发及全面建设小康社会、迎接入世挑战的战略高度, 规划设计了黑龙江省农村劳动力转移的总体思路与目标任务, 开创性的提出了文化创新与劳动力资源综合开发、营造国民待遇新制度体系、实施就业经济工程、国际劳务市场一体化、发展农村第三产业、创新金融支持系统等加速农村富余劳动力转移的宏观战略与行动方案, 突出强调了政府引导、农民主体、市场机制、城乡一体、健康有序、内外结合、层次推进、制度保障等科学的措施与对策。

- Standing on the st rategic height of coordinating the relatio n o f humanbeing and nature , tho roug h development o f urban and rural area , synthetical development of human reso urces , const ructing w ell -to -do society and meeting WTO challenge , pro grammed the ove rall thought and goal o f rural surplus w o rkfo rce t ransference in Hei long jiang province .Propose that cultural innov ation and w o rkfo rce reso urce are develo ped synthet ically , build the new system of national w elfare , implement the project of obtaining employment economically , the inte rnatio nal labour market integ rates , develop the tertiary indust ry of country side , innovate f inance and accelerate rural surplus w orkfo rce t ransference st ress the countermeasure o f g overnment g uides , peasant’s subject ,market mechani sm , combinatio n of urban and rural area healthy and orde rly development .
