摘要:: 针对商品粮主产区农村居民人均收入较低和地方政府财政收入较少等问题, 从经济循环角度分析了单纯商品粮生产的非循环经济特征, 提出了需要国家支持商品粮生产和发展粮食加工业, 实现商品粮生产可持续发展新对策。同时还指出商品粮主产区也需要以农村工业为核心, 以高效益生产为目标, 以市场销售为导向, 拉动农业结构调整, 实现农业经济和农村经济良性循环发展。由此达到农民生产增收、加工企业增效、地方政府增税和容纳剩余劳动力的目的。

Abstract:: It has pointed out a new strategy of sustainable development that need the national supportincommercial croppro-duction and developing food processing industry for the lower income of the rural residents in main commercial cropproduc-tive areas as well as local finance analyzing single non-circular economical character of commercial food production.Mean-while, it also showed that with the rural industry as core, taking effective production as target, making market sales as guid-ance, the development of rural economic and sound circle of rural economy could be realized in the commercial crop produc-tion areas to promote the rural construction of adjustment.From this, peasantscould increase income, the processing enterpri-ses would rise their productive benefit, the local government would obtain higher tax and arrange the rest labor.
