摘要:
近年来, 黑龙江省农业科技成果转化应用取得了长足发展, 县域经济发展迅速, 但也存在着农业科技成果转化率低、资金投入不足、体制落后、队伍不稳、农民文化素质较低等诸多问题。文章在综合分析发展机遇和面临矛盾的基础上, 提出了增加资金投入、加强政府管理、建立科学合理的政策法规保障体系等对策和建议。
Abstract:
Recently , the tr ansfo rmatio n and application of agricultural sci -tech achievements in H eilong jiang pr ovince have g ained g reat pro gr ess , co untr y lev el economy develo ped rapidly , but there ar e still many pro blems, such as , low er tr ansfo rmatio n rate , inadequate fund , backw ard system o f or igination , chang eful po pularization gr oups and low er -know ledge -level farme r .Throug h analyzing the oppo r tunity for pr og ress and the facing ba rrie r , The co rresponding countermeasures and advice s tha t increasing fund, streng thening go ver nment manag ement and e stablishing scientific and reasonable safe guard system of po licy and law we re put fo rw ard .
