- 黑龙江省农业科学院2003 年始, 通过科技园区、专家大院、科技培训、致富项目对我省十弱县进行科技帮扶。3 年来, 以农业科技专家大院为基地, “零距离”接触农民, 搭建了农业技术推广平台;以农业科技示范园区为载体, 集成展示农业新成果, 构建了农业新技术示范高地;以科技项目为依托, 集聚农业生产要素, 扶壮了一批县域经济主导产业龙头, 取得农业标准化水平、农民科技素质、粮食产量、农民收入“四个”提高的显著成效。开创了全国院县共建的先河, 提高了科技向现实生产力的转化速度, 探索出了一条新时期科技解决“三农”问题的有效途径。

- Heilo ng jiang Academy of Ag ricultural Sciences has provided science assistance to the tenpoo r counties through technolo gy g arden , specialist courty ard , techno logy t raining and enrichpro ject s since 2003 .In the three years , based o n ag ricultural techno logy speciali st courtyards , w eupbuilt an f lat fo r ag ricultural techno logy ex tensio n ;took techno logy gardens as carrie r , integ ratedagricultural new productio ns , w e const ructed ag ricul tural new pro duct ion demo nst ration basement;relied on techno logy projects , tog ether w ith agricultural production factor s , w e supporteda passel o f county leading indust ries leading ente rprises , and acqui red significant ef fect , such asimproved ag ricultural standardization level , farme rs’ technology diathesi s , food y ield and farmers’income , inaugurated the academy and county const ructing-toge ther precedent , enhanced thevelocity of technolog y t ransforming to production , ex plored an effect ive approach solving threepro blems about “count ry side , ag riculture and farme rs” wi th technology in new epo ch .
