- 为加快“长株潭”城市圈的工业化和城市化进程，建设资源节约型和环境友好型的“两型社会”。通过总结全国土地改革先进城市的经验，分析了现行的土地制度所引发工农与城乡差距，农村土地承包，经营权的流转机制不完善，农村集体所有权主体虚置，产权内容残缺，家庭分散经营模式的不适应和政府职能缺失的矛盾；并结合自身的优势，提出城市化进程人口转移过程中,土地制度变革的途径，即土地制度改革是最根本的途径，建设配套完善的小城镇，降低入城门槛，成立土地产权交易所，推行地票制度结合户籍改革制度。由此，才能达到更高的城市化水平，同时实现农村人口顺利转移。
- Abstract:
- The purpose of this study is to accelerate “Changzhutan” city industrialization and urbanization,as well as to build a resource-conserving and environment-friendly society.By summarizing the national land reform experience of advanced cities,the research analyzed the following aspects:the gap between urban and country,the defectiveness in circulation of rural land management and contract right,subject fause of rural collective ownership and incomplete property right,inadaptation of family type management and the losing of government function.Connected above aspects with owned advantages,it proposed the way of changing land system in the transfer process of population urbanization.That was building supporting facility small-town,lessening requirement of citizen,establishing land property right exchange,implementing land reform with registration system reform.As a result,we could reach a higher level of urbanization as well as transfer the rural population smoothly.
