- 为遏制耕地“非农化”,严控耕地“非粮化”,并确保耕地总量不减少。国家提出耕地“进出平衡”,这是继“占补平衡”后对耕地用途管制的另一重大举措。目前,全国及各地方出台的指导性文件和实施细则,针对耕地“进出平衡”现实中落地的指导性不足。为此在阐述耕地“进出平衡”的相关政策和研究意义的基础上,以陕西省蓝田县为研究对象,基于ArcGIS从研究内容、现状基础、科学测算转进转出规模,以及进出平衡分析等方面探讨其具体的实施路径。结果表明,该实施路径实现了与现有耕地集中连片,确保耕地数量不减、质量不降,优化了耕地空间分布。同时,发现存在实施困境,包括农户积极性不高且自发改变种植结构;政府各部门管理职责未落实到位;补充耕地后期管护难度大。因此,提出相应建议,如多渠道完善种植粮食作物补贴政策,提高农户积极性;厘清政府各部门分工职责,协同办公形成合力;加强日常监督监管,切实有效保护耕地。
- Abstract:
- In order to curb the non-agriculturalization of cultivated land, strictly control its non-grain, and ensure that the total amount of cultivated land does not decrease. The state has proposed the “balance of farmland inflow and outflow”, this is another major measure for the control of cultivated land use following the “balance of occupation and compensation”. Currently, the guiding documents and detailed implementation rules issued by the whole country and various localities lack sufficient guidance for the practical implementation of the “balance of farmland inflow and outflow”. Therefore, based on the elaboration of the relevant policies and research significance of the “balance of farmland inflow and outflow”, this paper took Lantian County, Shaanxi Province as the research object and explores its specific implementation path based on ArcGIS from aspects such as research content, current situation basis, scientific calculation of the scale of inflow and outflow, and the analysis of inflow and outflow balance. The results showed that this implementation path achieves contiguous concentration with the existing cultivated land, ensures that the quantity and quality of cultivated land remain unchanged, and optimizes the spatial distribution of cultivated land. At the same time, it was found that the implementation predicaments include: Farmers’ enthusiasm is not high and they spontaneously change the planting structure; The management responsibilities of various government departments are not in place. The later management and maintenance of supplementary cultivated land are difficult. Further put forward corresponding suggestions: Improve the subsidy policy for growing grain crops through multiple channels to enhance the enthusiasm of farmers; Clarify the division of responsibilities among various government departments and work in coordination to form a synergy. Strengthen daily supervision and regulation to effectively protect cultivated land.
