- 面对当前中国农村严峻的养老形势，农村互助养老模式既符合中国文化传统，又能够满足农村老年人日常社会交往、精神慰藉等较高层次需要，是解决农村养老问题的必由之路。当前，国内各农村地区都对互助养老模式进行了积极地实践。但是，目前农村社会对于这一养老模式如何建构完备的体系、如何建立完善的运行机制，尚未得出明确结论。据此，本文设想构建一种从上至下的完备的农村互助养老体系，并针对该体系提出了资金保障、评估考核、参与监督3种创新机制，为农村互助养老的长效运行提供决策参考。
- Abstract:
- Faced with the current severe situation of rural mutual assistance pension in China,the rural mutual-supporting pension model is not only in line with Chinese cultural traditions,but also meets the high-level needs of rural elderly people for daily social interaction and spiritual comfort.It is the only way to solve the problem of rural old-age care.At present,all rural areas in China have actively implemented the mutual support model.However,the current rural society has not yet reached a clear conclusion on how to construct a complete system and how to establish a sound operational mechanism for this old-age model.Based on this,this paper envisaged the construction of a complete rural mutual aid pension system from top to bottom,and proposes three 〖JP2〗innovative mechanisms for fund security,assessment and participation,and participation supervision for the system,and provided decision-making reference for the long-term operation of rural mutual support for the elderly.
