从社区行为视角看拆迁安置社区的治理困境及出路

- 城市化的迅速发展导致了失地农民的产生，失地农民在面对与之前完全不同的社区环境，产生了许多行为问题，使社区治理陷入困境。为探索合适的失地农民社区治理模式，以南京市两城郊社区为例，采取问卷调查和半结构式访谈的方法对两个社区居民行为表现及社区治理模式进行调查。结果表明：悦民社区居民存在较多行为问题，城市化进程与市民化进程脱节，在社区治理上也陷入困境；而紫荆社区居民行为市民化程度更高，社区治理模式更具成效。合理化的社区治理模式可以为失地农民营造良好的市民化环境，引导其在行为及心理上真正的实现市民化的转变。
- Abstract:
- The rapid development of urbanization has led to the emergence of landless peasants.Faced of a completely different community environment,landless farmers have many behavioral problems,and make the community governance thrown into a dilemma.Therefore,it is an urgent problem to explore a suitable community governance model for landless peasants.Two suburban communities were selected to measure residents’ behavior and community governance model through questionnaire survey and interview survey.The results showed that Yuemin community residents had more behavior problems,the citizenization process was seriously out of step with the process of urbanization and the community governance were also in trouble.But the behavior of residents in Zijing community was more citizen oriented,the community governance model was more effective.The rationalization of community governance model could create a good citizenship environment for the landless peasants,and guide them to truly achieved the transformation of citizenship in the behavior and psychology.
