摘要:
随着2007 年“ 中央一号” 文件的下发, 明确了农业的弱势地位和基础地位, 强调要用现代物质条件装备农业、用现代科学技术改造农业、用现代产业体系提升农业、用现代经营形式推进农业、用现代发展理念引领农业、用培养新型农民发展农业。而“ 院县” 共建这个曾经为黑龙江农业振兴取得骄人成绩的载体, 在新的政策环境下, 必须走科技化, 大推广之路, 实现品牌化建设, 以便为黑龙江农民增收, 农业增效, 农村经济的振兴而发力。
Abstract:
The 2007“ centra l first document” makes the w eak and basic status o f ag riculture , it em phasizes equipting ag riculture with mo der n material, rebuilding ag ricultur e w ith modern scie ntific technolog y , adv ancing ag riculture with moder n managing form , leading ag riculture w ith develo ping concept , deve loping agriculture by for ste r peasants .Coco nstr uction of institute and co unty , as the ca rrier of making Heilo ng jiang pr ospe rous , must ado pt mor e techno log y , ex te nd abro ad and realize branding construction to increa se peasants’income , efficiency of ag riculture a nd pro sper rur al eco nomics under the new reg ulatio ns.
